How do we see things as ugly?

now i know that beauty and ugly is in the eye of the beholder, but how do we judge this? How do we judge that one thing is ‘pretty’? Apart from the obvious like superficial magazines and quotes that make us believe one thing is better than the other, how do we see one thing prettier than the other? Is it not that a dirty homeless in rags with a tired and washed out look, so thin that bones are visible is as pretty as a high profile model? What makes our eyes see beauty and ugliness? If so, then shouldn’t everyting be neutral
